The MPPT regulator uses an internal transducer to adjust the V-A characteristics of the current source of the solar panel so that it is optimal for charging the battery. So it can use the energy from solar panels far better than the PWM regulator, which regulates charging only by pulse-limiting the direct connection of the solar panel and the battery, when the pulse width is proportional to the state of the battery being charged. In other words, the MPPT regulator can generate the ideal voltage and current to charge the battery from the higher voltage and lower current of the source. For example, from 30V and 5A generates about 15V and 10A. V-A conversion efficiency tends to be above 95%, so losses are minimal and regulators can generally be adapted to different types of batteries to make charging as optimal as possible.
